Why Heat Pumps Are Prioritized in Texas Programs

Heat pumps move heat rather than create it, which is roughly 2–3× more efficient than gas combustion or electric resistance heating in most Texas climates. Modern cold-climate variants handle Texas's increasingly volatile winters (Uri, Heather, etc.) without auxiliary strip heat penalties.

Efficiency Standards

  • SEER2 — cooling efficiency, same as AC. Federal 25C requires CEE Tier 2 (typically SEER2 16+).
  • HSPF2 — Heating Seasonal Performance Factor v2. Federal 25C heat pump credit requires HSPF2 8.1+ in the South region (Texas).
  • EER2 — peak-condition cooling. Texas utilities often weight this heavily.

Texas-Specific Considerations

  • Climate zone matters. The federal 25C heat pump credit has different efficiency thresholds for North vs. South. Texas spans Climate Zones 2A (South), 3A (Central), and 4B (Panhandle), so confirm your zone.
  • Sizing for cooling, not heating. Unlike northern states, Texas heat pumps are sized to cooling load. Aux strip heat handles cold snaps.
  • Don't oversize. Same humidity warnings as AC — oversized heat pumps short-cycle in mild weather and don't dehumidify.
  • Watch for fuel-switch bonuses. Some Texas programs offer extra rebate when you replace a gas furnace with an all-electric heat pump.
