Why Water Heaters Qualify for Texas Rebates

Conventional tank water heaters waste energy through standby heat loss — they reheat water 24/7 whether you use it or not. Texas utility programs and the federal 25C credit both target water heaters as a relatively low-cost, high-impact upgrade.

Water Heater Types That Qualify

  • Heat pump water heaters (HPWHs) — 2–4× more efficient than electric resistance. Eligible for federal 25C ($2,000 cap when combined with heat pump HVAC) plus utility rebates plus IRA HEAR for income-qualified households.
  • Tankless (on-demand) gas water heaters — heat water only when needed. Eligible for federal 25C ($600) and natural gas utility rebates from Atmos Energy or CenterPoint Gas.
  • High-efficiency gas storage water heaters — eligible for federal 25C if rated 0.81 UEF or higher.
  • Hybrid heat pump water heaters — combination heat pump + electric resistance for fast recovery. Eligible for the heat pump credit.

Typical Rebate Ranges in Texas

Heat pump water heater replacing standard electric tank in Houston (CenterPoint):

  • CenterPoint TDU rebate: $300–$700
  • Federal 25C heat pump water heater credit: up to $2,000 (shared with heat pump HVAC cap)
  • Manufacturer rebate (Rheem, A.O. Smith, etc.): $100–$300
  • If income-qualified, IRA HEAR rebate: up to $1,750
  • Realistic stacked total: $400–$3,000+

Efficiency Standards

  • UEF (Uniform Energy Factor) — the modern efficiency rating. Federal 25C requires UEF ≥ 2.2 for heat pump water heaters and 0.81 for gas storage.
  • FHR (First Hour Rating) — capacity, not efficiency. Some Texas utility programs gate rebates on minimum FHR for household sizing.

Texas-Specific Considerations

  • Heat pump water heaters work great in Texas garages. They pull heat from surrounding air — and a Texas garage averages 85°F+ for half the year, which actually helps HPWH efficiency.
  • Indoor-installed HPWHs slightly cool the surrounding space — a side benefit in Texas summers, but factor it in if you'd be installing in a conditioned interior closet.
  • Tankless gas requires venting and gas line sizing. Older Texas homes often need a gas line upgrade alongside the tankless install — not always covered by the rebate.
  • Atmos Energy and CenterPoint Gas both run separate rebate programs from the electric utilities. Don't forget to check the gas side if you install gas-fired equipment.
