Equipment-based utility programs
Programs may specify eligible equipment, existing system type, measured savings, participating providers and installation dates. A heat pump with a particular SEER2 rating is not automatically eligible. Confirm the complete requirements with the administrator.
Income-qualified assistance
Weatherization programs may consider household income, size, service address and other criteria. Income measures can differ between programs; do not assume a common percentage of area median income applies. Ask which documents are required and what costs, if any, you will owe.
Demand-response programs
Some utilities or retail providers offer rewards for participating in demand-response events. Read thermostat compatibility, account eligibility, event participation, override and cancellation terms. Rewards and eligibility depend on the specific program.
Municipal and local programs
A municipal utility or local assistance provider may set additional property or household rules. Verify that the program covers the service address and has open funding. City residency alone is not sufficient.

Current program limitations
Oncor's Low-Income Weatherization Program reports exhausted funding for 2026. Texas HEAR and HOMES have not launched as of September 12, 2026. The 25C and 25D homeowner tax credits are unavailable for new installations after December 31, 2025.
